40 year old Mr. Teo En Ming ONLY has $54,000 of CPF Savings as at 31 Dec 2018

Mr. Teo En Ming, 40 years old (as at 3rd Mar 2019), graduated from the National University of Singapore (NUS) in 2007 with a Bachelor degree (2nd class lower honors) in Mechanical Engineering. He has a Diploma (Conversion) in Computer Networking from Singapore Polytechnic (graduated 2017) and a Diploma in Mechatronics Engineering with Merit from Singapore Polytechnic (graduated 1998).

Recently he has attended short WSQ courses (5-day boot camps) in Infocomm Technology (ICT) at NTUC Learning Hub in Singapore. The first exam preparation course is Cisco Certified Network Associate (CCNA Routing and Switching)[1] (attended 2017) and the second exam preparation course is Certified Information Systems Security Professional (CISSP)[2] (attended 2019).

As at 31st Dec 2018, Teo En Ming's total CPF savings is only $54,518.32. CPF is a "pension fund" in Singapore.

A few HDB officers have commented that Teo En Ming's CPF savings is far too low for his age. Most of the other white collar workers in Singapore at the age of 40 years old should already have between $200,000 to $300,000 in Central Provident Fund (CPF) savings.

Is Mr. Teo En Ming a Targeted Individual (TI) or an extreme under-achiever?
