As the No. of CPF Members was 4,050,000 2020-Q4 - does it mean that about 2,007,700 (4,050,000 - 2,042,300) or 49.6% of CPF Members were "Inactive"?

So, does it mean that about 2,893,190 (885,490 below 150,000 Active + 2,007,700 Inactive) of the total CPF Members (Active and Inactive), have less than $150,000?
