Subject: How I solved Remote Desktop Services cannot start on Windows Server 2016 for a customer on 2 July 2021 Friday
Our client experienced the following error on their Windows Server 2016:
Windows could not start the Remote Desktop Services service on Local Computer.
Error 126: The specified module could not be found.
I googled and found the following article.
Article: How to activate the Windows Remote Desktop Service (RDS) Role
Search for the line that says "Use the specified Remote Desktop license servers" and follow the instructions from there. You will need to point to the correct Remote Desktop License Server.
Next, I googled and found the following article.

You will need to install, configure and activate Remote Desktop Services License Server on Windows Server 2019.
You will also need to activate Remote Desktop Services Client Access Licenses (Per User).

Next, I googled and found the following article.

You will need to modify the Windows Server registry so that a certain registry key points to termsrv.dll instead of RDP Wrappers.
Finally, start the Remote Desktop Services service on Windows Server 2016. It will now start successfully.
