Dear Sir,
The Court has jurisdiction to hear allegations of violations of the European Convention on Human Rights and does so on receiving individual or inter-State applications. It cannot take up cases of its own motion.
In any case, Singapore is not a member State of the Council of Europe and therefore no application can be lodged against this country.

No application can be lodged with the European Court against a Country which is not Member State of the Council of Europe.
